Can't tell for sure from these pics but would lean towards a plating issue, you can see plating blisters all over the coin.

Guessing this is a linear plating bubble.

Go to error-ref.com and look up "plating blister." They take all sorts of shapes and appear anywhere on one of these pennies. Sometimes they coincidentally look like art of the design and trick people into thinking they have fund something rare.

However, when you understand the minting process and how dies are made for minting coins, you will understand it is impossible for an (actual) extra design element to occur.

If it were double struck then all the devices would be affected:
1998-Penny-With-Tail-On-Second-9
Thus the only explanation of the Linear Plating bubble. Single digits are not added to the dies, since 1908. They are all on the master hub to start with:
1998-Penny-With-Tail-On-Second-9
So a single digit could not happen. We call this Pareidolia:
1998-Penny-With-Tail-On-Second-9
