That's a double die error or DD. DDO since it's on obverse.

@coin, first welcome to CCF. Second, for sure that is doubling, but since it is shelf-like and appears to be reducing the width of the devices, I think it is Machine Doubling rather than a doubled die. I know that this is different than what @jvc has said, so let's see what others think and then come to a consensus.

Yes to confirm it is MD not DDO. Remember key words like, shelf like, step like or reduced width of devices. Those words means it is MD.

Machine Doubling seems to be very common for 1971-s coins, I got an entire bu roll of these in a bargain lot from my coin shop a few years ago.

to the CCF and Machine Doubling. It happens in every year and mint mark. Even though it's called doubling, there is usually no premium on this.
