Coin is overexposed and photos taken at an angle. Too hard to grade from these pictures.

I'd like to see the luster and frost, but not possible with these pics.

Based on the pics, seems like it has a decent shot at MS64.

very hard to evaluate but I would say obverse holds the coin to ms62/63 range.

Better photos needed.

Seller's pics - all I've got. And yes, they're lousy. This is a GSA hoard coin.

From those images I'd guess 62 to 64 with 63 being most likely.

I'd say MS-63 at best. Too much chatter on the lower cheek and neck to make 64.

From the research I've done on coins from the hoard, they almost all end up graded MS63 by TPG. Quality of the pictures I saw in my research varied a good bit, but they were all encapsulated and boxed prior to sale by the government. General asking price I'm seeing for '84-CC coins like this on ebay is around $375 for MS63. There are some MS64's and a few Proof-like coins from the hoard as well, but they are a definite minority. I ended up buying this one for a little less than Greysheet AU58 money, but the Greysheet prices are not realistic from my perspective and the research I did. I feel like I paid about $50 under retail, but once the coin arrives I guess we'll see. BTW, the difference between MS63 and MS64 on Greysheet is only $20.

Flat, slanted angle pics - couldn't begin to offer a grade.

angled photos are hiding a lot. I'd expect this to be a 61 or 62. 2nd image shows a lot of marks.
I think you answered your own question with the price. There are few if any bargains on CC dollars.

i agree, pics very hard to grade from, but my guess would be MS-62 or 3.

I love most of your coins but this one is a dog.
MS61 tops and that's being very generous.
Would really need to see pictures of the full holder and ESPECIALLY the COA. Some low quality MS and even AU CC Morgans ended up in GSA Uncirculated black box holders. They came with different smaller "SPECIAL" insert cards which stated that the coin had "never been placed in circulation" but was culled out due to heavy scratches or tarnish and offered as part of a special "mixed Carson City" category. Despite the GSA's claims, some of these coins were in fact circulated.

Here's the info on the GSA sales that I found. There were actually 4 categories. The plastic holders and boxes were limited to the first three.
