If it is PMD it was done decades ago, which is possible.

However, I think it's also possible it's some sort of mint error?

I can upload some closer photos if you guys want.

That "smushed" metal is indicative of mechanical damage. Sorry but this definitely isn't a mint error.

Post mint damage. The flattened design on the back in the same area shows someone put something on the front and hit it with a hammer.
