Pretty sure it's DDD, that happens on a lot of nickel years. The metal flows quite readily into the giant cavity of Monticello. That halo around the dome is common.

Although on many years, I have wondered if it's actually die polishing, where the tool is catching the edge of the Monticello cavity. You see that halo a lot on the underside of the building as well, and often on the front edge of Jefferson's face.
