Rotation of second strike is inconsistent and no doubling on the reverse so I'd say definitely a fake.

Whoa......... got a little lightheaded looking at that.

I'm certainly not an expert but IMHO the right side of Lincoln's profile looks off somehow.

I'm struggling to see how this could be a legitimate error made through normal US mint operations. The doubling appears to be in three different directions: IN is CCW rotation, GOD WE TRUST is CCW and away from the rim, while the date and mintmark are toward the rim with varying degrees of CW rotation.

The secondary devices seem to be rotated CCW, pivoting on a point somewhere south of LIBERTY.
(An overlay would answer a lot of questions.
Sure wish I could do them.)

It's not a DDO since there is a secondary MM and it's consistent with the other doubling. (So it's not an RPM.)

Now to delve into whether it's double struck.

I would expect the secondary devices to be flattened by the full, stronger strike if it was double struck.

Although it's an interesting piece, I would have to say it's fake.
Possibly done with fake soft dies.

EDIT:
After seeing Spence's reply, I'm changing the pivot point to the collar below the bowtie.
Words of encouragement are one of the major food groups.

The owner says it's double struck. My immediate question, which the owner is very adept at ignoring, is how is a coin double struck on one side only?

Just spit-balling here, but I don't see how that is possible. So either the rev is double-struck, but so perfectly that there is not a single design element even slightly doubled or else a counterfeiter prepared a purposefully jenky obv die such as opined by @pete.
