I'm no expert but agree with EV. DDO / DDR have a direction like north, south, east, west, etc The doubling .on TES of STATES, F of oF and AM of AMERICA are all at the top of the letters (multi-directional). This is indicative of Machine Doubling.

Look at the C in America. Notice how thin any tiny the upper part is. The same with the left side of the A that follows it.
If you add the upper and lower sections you get a normal sized letter.
In a DD coin the letters are will appear thicker because there will be two letters overlapping.

Sorry, I have to agree with the rest here - this is just Machine Doubling. And the weak strike of the reverse is normal for this coin too. - You see that obverse design is so tall it takes up a lot of material to strike up properly that it does not leave enough for the reverse to form properly.

If you think you have a DDO and a DDR on the same coin, chances are you don't. That is a rare combination. It's usually Machine Doubling, DDD, or light doubling.
