The pic with the magnet the edge of the coin looks rounded. Maybe it has an added magnetic rim on it? John1

Kinda looks like it's encased in a bezel (pics #1, 2, and 5).
"Dipping" is not considered cleaning... -from PCGS website

Photo of cent sticking to center of cent. I really don't see any evident of it being encased. At any rate.. Thanks for your opinions.

The problem with "blank planchets" is unless you can find a perfect match for a coin, you never know where they are from. It's not a US Mint product, because the US Mint did not make copper-plated-steel planchets, either for US or foreign coins.
It might not even be a government mint. A company that makes tokens might have made tokens with these specifications, and a blank is much more likely to escape from a private mint than a government mint.
Finally, it might not even be numismatic-related at all. Not everything round and made of metal is a coin, or intended to be a coin. Yes, the rim looks upset, like a coin planchet, but this may be a coincidence entirely unrelated to coin production.

Maybe someone's failed attempt to make the elusive 1943 copper cent? Steel planchet is 2.7 grams.
