It has to match (exactly every picture) from one of the entries you will find at places like varietyvista.com. Otherwise you have a non collectable form of doubling which can include reflection doubling, Machine Doubling, Die Deterioration Doubling, etc.

The mark on the reverse is a Reed Mark. Just PMD.

You said your coin has been sealed but somehow it got hit by another coin. As E.V. said, on the arm is a hit mark from a coin with reeded edge. Still a nice coin.
