On ebay I came across this:

Are these how the U.S. mint sent out mint sets? I was looking into purchasing some mint sets, but wanted to find ones that are sealed and not opened and resealed.

Yes, that is how the Mint sent out sets. I have several from the '70s - but we opened them.

Considering each set ( P& D) is worth $10.00 - $13.00 asking price is reasonable.

There are some interesting varieties that show up in these sets. There's an '81-P DDO quarter but the spread is very slight so I don't always search it. There's also an '81-P quarter I find much more interesting where the distance between the right side of the "N" in "UNUM" is much further from the eagle's head. I'm coming to suspect these are caused by the dies being made in an experimental "single squeeze" but I don't know.

There's also a pretty neat DDR '81-D nickel. You can see this clearly at the top of the "U" in "UNITED".

Other things to watch for are cents with nice smooth surfaces. Most of these are wavy and unattractive. Any of the clad with brilliant luster are interesting. Always keep an eye out for the '81-S dollar with minimal marking. Most of these come pretty mangled.

Both FB dimes and FS nickels are fairly common on this date but high grade specimens are still quite desirable.

Those coins were shipped from the San Francisco mint. Wouldn't the box contain five proof sets rather than 5 unciruclated sets? The sellers use of the term mint set is a little vague.

Proof sets shipped in a blue box. There was a limit of five on the mint sets and most were sold in the mint set.

It was known ahead of time that the dollars would be mint set only so sales spiked a little despite the higher price. A lot of sets were shipped to individuals who used friends, relatives, and slightly different addresses. I've seen more than a couple hundred sets that obviously all went to the same person.
