The rim looks well formed - maybe a little too well formed - Some type of Dryer Coin is my "guess".

Spacing between the top of the R in Liberty and the rim looks good to me (which in my eyes rules out Dryer Coin). Leaving slot machine or Struck Through Grease, would have liked to see a better scale ( to .oo grams) because coin is only off by +/- .24 grams (+/- mint tolerances).....can't make a positive call either way (mint error or PMD)

If I had to guess, that looks like quarters that have been shredded by coin wrapping machines and gumball machines, and then smoothed by heavy use. I think slot machine coin is a good suggestion.
