The two "horns" are too close together to be a secondary MM, so the choice is they are two separate MMs with no other evidence, or some sort of damage. The most likely explanation is that they are from damage, but I do understand the confusion and why you posted the coin.

I can see how the bottom part of it resembles a notch, but I think this is post mint damage from how the top "horn" is not properly placed to be a notch and is so far curled outwards.
