Could be but I'm leaning towards a fold over Rim Fin or struck in copper foil.

I'm on team lamination.

Notice how the separation between the layers diminishes as you move towards TRUST? If that were a Rim Fin that somehow got folded over you wouldn't expect to see that because the entire area of disturbance would be essentially a flap of copper folded over.

Instead, the layers of copper separated going from TRUST down to the date with separation widening as you move south.

Also, you wouldn't expect a folded over flap of copper to adhere so tightly to the rim.

Finally, the area next to the 3 can't be a second fin folded over because there's separation between it and the rim.

Could have separated during the strike and now fused to the coins surface.

My thought is ....It is a lamination which was released from the planchet while it spent time in the upsetting mill then re-adhered to the coin during minting process.
