Selling Empty Original Government Packaging?

I've seen people selling Original Government Packaging on ebay for years.
And I thought the practice could lead to some misleading subsequent sales.

But, I've bought some envelope upgrades myself for my Mint Set collection.
And I have some packaging items I no longer need, since I've cannibalized those items to be placed in various albums.

What are your thoughts on this? Is there an ethical question?

As long as they are marketed as genuine OGP with no coins, I see no issue with recycling OGP items to other collectors to fill the their needs. COA's, slip sleeves, boxes and clam shells can be hard to find . especially older stuff.

Packaging gets damaged or lost and people like originality.

People have been selling the COA's for the GSA Carson City Morgans for as long as I can remember - as long as the date of the COA (first 2 numbers) matches the date of the dollar I see no reason that wouldn't be ok matching the paper with the GSA box and coin.
Selling-Empty-Original-Government-Packaging?

As far as all the other OGP packaging, boxes, and containers those should be fine to sell. I've sold ASE proof boxes before - no problems.

I have no problem with it.

For the record, I have retained all my OGP from freed coins.

I had a 1973 French BU set that was given to me as a present when I was a kid. The outer box got rather tatty but the sealed envelope inside was perfect. One day I found another set in a coin shop going very cheap and bought it - the outer box was better than my old one but the envelope inside wasn't! I transferred my set into the 'new' box and split up the 'new' set and transferred the coins to my album. If I sold it I'd quite happily describe it as being in the OGP.

In my opinion, selling 'empty' packaging is ethical--providing its made very clear to prospective buyers that the packaging is indeed empty...

I believe many members here are in the same boat. Selling seems ok as long as nothing misleading after all they're just empty holders. Not much money in them aside from what you can add with shipping, then use the proceeds to buy more coins. I thought about selling mine (when I open an ebay "store") or housing some of my error coins in the ones I have,
