Found an 86D in what I call MS60, but it has little black spots 2 or 3 on it, is it still an MS? If not what would it go down to?

If it shows no signs of wear, then it is still MS. MS-60 coins typically will have a large number of spots, bag marks, etc.

If the coin has no wear, it is MS. Some minor black toning dots can drop a coin from 65 to 64 but shouldn't matter for a 60-63 coin. A gem coin with dark black toning dots can be a good candidate for some conservation since there are pros who can remove them without doing any damage.

Black spots are carbon and have done their deed - they will not come off, and they eat into the surface of the coin. Just a couple of small ones would bring about MS63 to a coin, a few more and MS62. An MS61 would have a fair amount of detracting spots, and MS60 is basically junk without wear.
