Ok, here was the purchase:

I received the proof set as advertised. However, one of the reasons I purchased this from this seller is that he offered free shipping and a bonus unc 2008 silver eagle in the deal(see the yellow lettering). He did include free shipping, but I did not receive the unc 2008 bald eagle. I emailed him about it, and so far, no response. I don't really want to return the set.

Would this be deserving of a neutral if he refuses to respond?

I'd definitely make a fuss about it and complain to ebay if he fails to respond. Partially meeting his obligation as a seller just doesn't cut it IMO. Your winning bid was based on your expectation of getting that extra silver dollar. If he wants to settle without sending the coin you should demand at least a $30 refund which is about the fair market value.

I would press him to make good on his offer. He is currently selling those coins for $40 which is something to pursue.

I'm almost saying he deserves a negative.It was part of the deal.You might wait a bit in case he was out of town or had a medical emergency.But sending part of his advertised coins is not acceptable.

i would wait and keep messaging him. then I would message him and tell him he will receive negative if he doesn't respond... did he already leave you feedback? cause you don't want to get a negative back.

I think even considering a neutral if things don't change is crazy. If he doesn't make things right within 48-72 hours, IMO he deserves a strongly worded negative. Very strongly worded. Yes, it could have been a mistake, but you're giving him the opportunity to fix it. If he ignores that, it crosses over into theft in my book. He took your money and didn't provide what you purchased, plain and simple. If that doesn't warrant a negative, what does? Feedback is not meaningful if everybody dances around it.

I would think that if he doesn't respond soon, I'd file a complaint with ebay. Negative feedback is what I would give. All the items listed in the auction is what you bid on, and what you should get.

Give him a fair chance to respond. ebay has guidelines about waiting times before filing a complaint. Most sellers don't want negative feedback because it can (and should) impact future business. Keep us advised about the situation.

Thanks for the input. I havent heard back yet. I don't want to rush into a negative "too" soon, because it could have partially been my fault depending on how the "BONUS" message was interpretted. When I purchased it at his BIN, it already included free shipping and I assumed the BONUS coin just came with the package. Looking back at it, I can see how it may be interpretted that I have to actually let him know that I can read the "Bonus Message" before he ships it. It's kind of vague. Anyways, as a result, I would be willing to pay the shipping for shipping it separately so he is not out any additional money for shipping(in case I interpretted it wrong). If he refuses this or fails to respond, I will probably take your advice and leave a negative. I'll give him through the weekend.

I too think you should at least try a few more times and then contact ebay. If he ran out of them, he should at least answer you.

Well, actually, there was no requirement to inform him that you read the statement. You only had to read it. That could become an important distinction. I do commend you for your patience and willingness to work with the seller. That said, there is no way I'd walk away without the additional coin. If he ignores you, negative. If he works with you quickly, then it could even be positive. Just my opinion. Even if he does work with you and sends the coin, I'd still mention the need to state "I read it, send the coin" in my text feedback as a service to future buyers. Good luck. I hope it works out for you.

Give them a couple more days to respond. If they don't, file "Not As Described" complaint with ebay. You should have also gotten a 2008 UNC silver dollar, even if the wording is tricky.

The problem with filing a Not As Described is that ebay will then request that the item be returned to the seller for refund - but Johnny has said he wants to keep the primary item. So it comes down to sending back the whole set or eating it and leaving a negative...

I think you are handling it properly. I would wait a little bit longer, give him a chance and let him know that you will leave negative feedback if he doesn't oblige. I think negative is deserved here. As a buyer, if I saw that auction, I would have assumed the same thing as you, that it automatically comes with your purchase. If the seller had intended to make the free coin conditional on you informing him you read the message, he should have stated so in the auction.

Yeah, but stick to your guns. He put it into the auction so you are entitled to it.

I left a negative feedback once in a situation such as this where the seller did not deliver the "bonus item". It's not that I cared about receiving the bonus, but this sellers ethics. I gave him a fair amount of time to answer my cordial emails which he never did. I left him negative feedback and he was livid! Oh well.
Just make sure to try to work it out cordially stating the fact, and you should be fine. If not, negative feed, and file with ebay.
