I've never heard of an 84-O over S and I don't see what you say you are seeing. (But there are things out there still waiting to be discovered, so anything is possible!).
Put the coin under a microscope and examine the mintmark with better magnification. That might help determine what it is, or isn't.

It's clear as day without microscopic viewing, if u have a smartphone or tablet with touchscreen look at the other forum pics and zoom with your fingers. (Poor man's microscope, lol but it works)

There are numerous O/O's for this date but no known O/S's, but how such an OMM will look is known so we could probably offer fairly concrete opinion with images of sufficient resolution. But, since none are known right now, there is nothing to which we can compare yours so all available data has to come from you. Lucky Cuss' image is probably not enough magnification, for example.

It is not "clear as day" to me even when enlarging the pics. Others may see it differently.
If you think it's an 84 O/S then spend 100$ and send it in for authentication, variety identification/attribution/verification and certification. Until THAT happens then you are going to get opinions like the one I already gave you.
When the grading service returns it to you in a plain holder with a generic grade, no variety, and no attribution then you can argue with them.
People have been searching for varieties on these things since the 1960's. I would think that an 84 O/S would have shown up long before now considering how many 84-O Morgans were minted.
You asked for opinions, I gave you mine. Not everybody is going to agree with you. I don't.

Why would I send it in to a top 3? If it is an 1884 o/s it's a new find and as such it's not on their lists. My question is what is the process to submit a coin to Leroy van allen or whoever to have it assessed as a new find. I'm sorry my photos aren't professional grade but believe me when I say that the O has been punched over an S. Not a repunch o/o... A very clear S. Thanks for the help forum!

The "Top 100" VAM key book was written by by Dr Michael S Fey and Jeff Oxman. LeRoy Van Allen wrote "The Comprehensive Catalog and Encyclopedia of Morgan and Peace dollars". Providing if these guys are are all "still with us" you should be able to contact them through their publishers. They may be able to help you with your coin or point you in the right direction. It never hurts to ask. The Internet is your friend.

You would need to post this over on the VAMworld message board with a clear picture of the mint mark and then need to get one of the senior members to recommend you send it to Leroy.

And the first thing they will do at VAMworld is ask for images similar to what has been suggested here. They are best-qualified to recommend whether it should go to Mr. Van Allen, though.

I'm guessing a die chip inside the O mintmark, and not an overstamped O on top of an S. Leroy van Allen, Jeff Oxman, Michael Fey, John Roberts would all be candidates for checking this coin out. My money is on a die chip, though I'd love to see a major new VAM like an O/S in a new date come out of the shadows.
