VF25. They didn't like the color, or did they say improperly cleaned?

B-5 variety, R-1. Diagnostic bar die scratch behind head.
I grade it VF20, possibly VF25.

Cleaned. There are some very light scuffs on the cheek which can be seen at certain angles. Perhaps that's why it says "Cleaning".

Detail looks very close to EF-40, especially the feather detail on the eagle's wings. The softness at the obverse center looks strike-related.
Larger pictures would be nice but based on these images the color doesn't look bad and I don't see any obvious hairline scratches. The denticles seem very weak on the obverse from 7:00 to 9:00 and on the reverse in the corresponding area, about 9:00 to 10:30. Maybe there is damage or some kind of tooling here? Otherwise, I don't see any glaring reason why PCGS called it Not Gradable.

Nice 35 and not a bad strike for these. I'm not seeing anything obvious as to why this was detailed, other than possible improper cleaning, which is tough to tell on these photos.

The only other thing I could see was the possible "strengthening" or tooling on the hair lines on the back of Liberty. But the photos just are not good enough for me to say that for sure.

I'll go VF details, probably detailed for an old cleaning, as I don't see any tooling or otherwise distracting things with this coin. A good buy at the right price I would think.

I may have been a little too conservative grading this coin. Considering the variety (B-5), the details appear to be VF30. The picture is not too clear and quite small, but this seems about correct.
Cleaned? impossible for me at least to tell from the photos.

Here is my example of the B-5, same as the OP coin, for comparison. This coin was graded VF30/VF35 almost 3 decades ago by B&M. Still raw to this day.

I think it should grade problem free but I think PCGS said VF details
