Looks almost like it was ground away, but that doesn't explain why you can see the outline of the head (that's an ear turned 180 degrees). I would be interested in knowing the thickness.

Definitely PMD. The obverse was abraded/ground down so much that the copper core has been exposed at the edges but the center was protected and retains original detail.

The area in the center is not rotated. I believe that was protected while the rest was ground away, like biokemist said. Here it is (rotated to an upright position) next to a normal coin- compare the ear area. It's the same.

Sounds like a guy with a tube, an acetylene torch and a bit of pocket change got bored. Still, though, it doesn't look welded to me.

My conspiracy theory is an acid desolved the outside of the circle, I don't have an idea about the circle. here is a 1946 1c that I have shared before and somebody replyed that it was acid PMD

WilliamD: Your coin looks to be a heat treated coin from an acetylene torch. On an acid dipped cent, the weight will be less than normal, the rim will be missing and the coin will be thinner. I'm not seeing that on your coin.  The OP's coin is PSD damaged. Probably altered for a purpose. But people try to make errors on coins to sell them or use them for jewelry. When they are done with them, back into circulation they go.
