Just going by the posted pic I'd say it's more likely MAD. The letters aren't cut-off and center of the coin looks fairly normal.

Looking at the liberty for design creep. The letters slide off the quarter. I believe? Need a expert opinion. But I'm having a difficult time finding anything to reference with. Thx again..

Looks like PMD to me. Quote: The result is that the face of the coin struck by the deformed die lacks the design rim and the peripheral design elements are cut off. This is from the article Buddy was referring to. While it looks like the devices run into rim on your coin, this is most likely from wear. Secondly your coin appears to have full rim. If I understand article right the rim would be absent on a "Creeper" coin. Oh yea I almost forgot  To the CCF

A lot of the quarters from before 1973 were technically in AG condition as soon as their luster was broken because there was so little (no) separation between the tops of the letters and the rim. This usually affected the reverse but often it was the obverse or both depending on the exact orientation of the dies when the coin was struck. Surprisingly little care was taken to make attractive clad until this century. They did respond to the early complaints about State Quarter quality.

That is not Design creep. There is no rim on design creep, as well as a blotchy surface, which this coin does not have. I am the discoverer if you want more information

Design creep has only been found on modern Jefferson nickels I believe. And maybe only one year but infant remember such. Your quarter is common circulation edge rounding
