For sure it could be a well-matched counterstamp, but couldn't it also be a dropped letter? @mm99, maybe hold onto this one until we get better consensus on what you have there. It may be nothing, but it also could be something and we need to sort out which one you've got there. Here is a closeup of the region of interest. If you have the photographic capability, can you please post a close-up of this area?
