Recently received this Morgan, but the lack of cartwheel luster is strange. Thoughts on grade and if it's worth sending to PCGS?

At first I thought EF40 but after some consideration I think it's nice enough to hit EF45 - I don't believe it makes AU though. I'm apparently in the minority. The hits from the other coins in the surfaces keep it out of AU territory.

Low AU Details, cleaned, surfaces are not original. Not worth the cost of submitting to a TPG. If this were a problem free mid AU, sure, but not this one.

Thanks everyone for the advice. I was fearing dipped, but wanted to make sure. Even though it doesn't have luster, the coin is still very reflective and the view changes a lot based on lighting. Here are some more pics under different lighting.

Yes overdipped. Send it to NGC. Better chance of grading there.

I'd say AU-50/53 sharpness, unsure if cleaned or dipped.

The coin is not showing hairlines from a cleaning, but there is no luster showing in the protected areas that is typical of a AU example. The coin has most likely been messed with by a dip or some type of cleaning. There is a chance the coin could net grades market acceptable at XF45, but likely grades AU Details cleaned.

With the newer photos I can now see an AU50/53 on this one. More feathers left on the Eagles breast than I first thought. Details or not? That's a tough call, the TPGs seem to be a toss up on so many of these.

Reflection-wise, the fields seems to flow into the devices. It is basically one grey mass. Therefore: AU Details, CLEANED.

Below are ballpark values in a NGC or PCGS holder: AU53 $300 AU50 $200 AU Details $150 XF 45 $90 XF Details $65 If you feel the coin grades below AU50, do not send in for grading.
