What does the edge look like? If it is indeed an SBA planchet, you should be able to see the copper layer. If not, it may be a plated coin.

Can we see the rim? A SBA dollar planchet would have a visible clad layer like quarters and dimes have. I have to say, when I read the title I was pretty suspicious, since I had forgotten SBAs were minted in 1999, so regardless of whether it is or isn't, thank you and Coop for teaching me an interesting fact about these even existing.

 - I had never seen pics of, or known about, the clad Sac or bronze SBA. I really like the Eagle on the Moon in a gold color  I have to wonder if SBAs had been made that way at the start if they would have...jammed up less vending machines! For those to young to know, these were called Carter Quarters b/c of the pain they were since people kept popping quarters from their pocket into vending machines without looking at them. The SBA was small enough to fit the slot, but too large to not jam the machines. It was a huge pain to venders and cost a lot of money (ask me how I know  ).

I still can't quite tell. I think I see a pinkish layer that may be copper. Is there anything like that or is it all silvery colored?

Why does the diameter seem smaller than that of the SAC below it?

With the pink color of the copper, it makes me think it was been cleaned with an acid like vinegar.

Soaked in vinegar I think. I will soak one of my "Junk" sacs to compare. Should post it tomorrow to compare.

Yes there is a nice layer of Copper. About being cleaned that I'm not sure.ill try to get a better pic.

It looks like an environmental damage whatever maybe has caused some discoloration.
