Definitely post mint damage.
The coin has been ground down on both sides.
No way for that to happen during the striking of the coin.

notice how there is no rim. that would not happen during a coin strike.
This poor unit was sanded down.

Looks like a grinding affect from a shoe on a sidewalk doing a spin on the coin. PSD damage never increases the value above face value. Save the nicer coins:
