Up until about 1989 mint marks were hand punched into the die. As a result, their location could vary, sometimes significantly, from one die to another.
Although unusual looking, the cent is within mint tolerances.
They can see anywhere on the design east of the bust and below the date. That is the normal areas. So yours falls in the normal area: Sometimes they are angled: Or close to the date: When they are on the date, that is out of the target area: When you see two or more punch locations on the die, then they are RPMs img] So the mintmark locations mentioned on the pre 1990 coins were had picked.
