I don't know what I'm looking at. The mirror-like hills coming off the front of Jeffersons face is weird and there are waves behind him and on his shoulder. Almost like his hair but...different. I don't know. I'm sure yall can help me with this. Reverse is unremarkable but still off in someway. Thanks for looking!

1999 and 2000 are known for such anomalies of nickels, I've chalked them up to a combo of Die Deterioration and gre ASE

Huh, that is definitely weird, and definitely done at the mint I feel. So this could also perhaps be a annealing issue with the alloy I also like the idea of Die Deterioration...

Wonder what coop would say?

I think John's capped die thoughts are correct. I was considering die trails as an option (but have never seen them this large) and found this diagnosis on their website which, while not identical, has strong similarities:

It's the 1970 cent at the bottom of the page.

Notice the overall weak obverse strike compared to the reverse strike as well as the loss of the bottom of the bust on both the cent and the nickel in question.

Note the affected areas? The fields. Note how the lower part of the bust is also missing. So I feel there was some damage to the die on the lower area and an attempt to rescue the die is the over polishing we see on the fields and the bottom the bust. (Possibly a die dent from a dropped die onto this one, leaving the dent. The polishing removed the issue. They figured no one would notice this. But we do) The swirl marks are from the polisher reaching into the void of the die on those areas. Just noted the date area was also affected.

If it is it's struck through a very very thin capped die. I've never seen one with almost all the devises struck up so nicely.

I'm in the camp with struck through a very very late die cap.
To the point, the cap is almost gone.

Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
