Photos are a bit soft, but it looks like it could be the DDO in question. Others will come along and comment.

I look at your coin (the photos was OK for me to download and analyze). IMHO this coin is not WDDO-001. Sorry I look just for this WDDO.

Not a DDO. Looks like counting machine damage. Note the hit on the 'I' but doesn't show the spread on the 'N' on IN. Just a contact mark on that area. A doubled die, comes from a die with hub doubling. Contact marks happen after the strike on a coin.

Interesting find. I have to defer to the opinion of the minor variety experts here.

Marks can be contact marks. But spread, is on the die. (The difference on the mis-alignment of the hub) Try making to make side by sides like I did, the same size the doubled dies listed to see if there is spread or not. The devices need to be rotated to tell what is coin on. If there is coin contact, it may be at a different angle as the hub doubling. But if there is spread, it could be a doubled die. Your images are too close with out a side by side to match the same sizes. Clarity of images are also a help. To see the spread, is what to look for as a match. Contact marks will vary in size and be incuse on the devices. Thus the notching size should be the same. Contact mark can be a different size and at a different angle. To get the images the same size/angle to tell the differences. (The larger coins get damaged a lot quicker than the smallest coins on the devices)
Tip to get better images: Clarity is better when you focus on the fields, than on the tops of the devices. The image will show a lot clearer view with the focus on the fields.
