The rim makes me say, "No way!" Your image of the reverse is too small to help identify the coin.

I don't think so. The rim and the damage around it screams "red flags" to me.
What's the background on the coin? (Win it in a poker game, bought it on the Internet, got it in change at the Quicky Mart?)

I would say this is without a doubt a counterfeit
I've been collecting for a couple years... Favorite Coin's are Standing Liberty quarters, Working on my type set | Coffee, Corvettes, Coins & the CCF what could be better?

That is one very sketchy 1909-S VDB cent.
Inordinately fascinated by bits of metal with strange markings and figures

I would take it to a trusted, local dealer for an in-hand observation before I would write it off as a counterfeit. There are indications for both in the photos. Let us know what you find out.

someone offering to sell it, he said he was offered 700 for it from 2 different dealers. I still would want to have it looked at before making an offer

Of all the 1909-S VDB's I have seen in person and on line, I have never seen one that was a MAD strike. That rim looks way off to me.

Looks like Chinese junk to me. If that's supposed to be MM position #3 it's not rotated clockwise like a real one.

Looks artificially aged to me. too much wear on the bust to have bright, original red up in the legend.

It's close to MM position #3, but an overlay shows that it's not an exact match, so definitely counterfeit.
