I have a 1956 penny that has a strange circle on the reverse side. Was curious if anyone could help me out or knows anything about this being some sort of mint error or not. (Sorry if I posted this in the wrong area new here haha) thanks for stopping to take a look have a great day

Welcome to the forum! It has, or has had, some foreign substance like glue on it that has affected the toning.

 to the CCF You have posted in the right area. There is nothing in the minting process that would cause that so it is damage. If there is something stuck on it, a soaking in pure acetone may remove it.

Anyway, it looks like there was glue or other substance on it protecting the metal for a while. The darker parts of the coin just toned naturally while the center did not. @ JVC: try to not compare coins of different compositions, the OP's coin is pure copper, while yours is a very thin copper plating on top of a zinc core. the copper composition is vastly different and can produce different effect when exposed to environmental elements.

Looks like something was on the coin for the time on the Wheat cent. The other cent looks like the coin was heated on the center of the coin, thus altering the coins color. Neither are a premium for these coins as they where altered post strike. Neither are mint errors.

 to the CCF and  glue. Soak it in acetone. If that doesn't work try water.

I have around 10 Morgan's which develop same thing over the years (other color understandable). All those come from the storage of the coin over the years. I consider toning.
If foreign material is the acetone or hot water distillate will show. I do not thing so this be the form developed, identical with my Morgan's.
