Yes an overpolished die struck this coin, almost certainly in response to a die clash which had previously damaged the obv die.

Aye, over-polished (abraded) die. I come across two or three a year.

1974 had an even stronger example:
1981-D-Floating-Nose-And-Missing-Lips-Lincoln-Cent
The possible reason for this over polishing is to rescue a die to keep it being used. I suspect the Feeder Finger Damage maybe the reason for this much removal of the dies devices. But that die will be retired soon when this happens.

I have more than 5000 1974-D cents in Brilliant Uncirculated condition with the same type of Over Polished Die error. I purchased a mint sewn bag that had a few different die pairs with different areas of over polishing on Lincoln's image.

Here's an image of one that was certified.
