First Commemorative Coin bill to be introduced in the 118th Congress:

Short Title

- Working Dog Commemorative Coin Act

Proposed Year of Issue

- 2025

Purpose

Commemoration of the invaluable service that working dogs provide to society.


"The Congress finds the following:

(1) Dogs going back thousands of years have been tied to humans whether for protection, companionship, or assisting in daily activities.

(2) The United States had an unofficial canine military presence assisting soldiers in the Civil War and World War I, but military K-9s did not become officially recognized until March 13, 1942. During the height of the wars in Afghanistan and Iraq it is estimated that the United States military employed near 2,500 K-9s.

(3) Military K-9s have seen service in every major United States combat since World War I and have been praised by military leadership as an indispensable asset for military, police, government, and private security teams around the world.

(4) In 2000, Congress passed "Robby's Law" which allowed for the adoption of military K-9s by law enforcement agencies, former handlers, and other care groups.

(5) Since 2000, military K-9s have left service and gone onto work explosive detection for police forces, and work as service dogs for veterans and families.

(6) Beyond their military working capacity, working dogs provide enhanced mobility assist and renewed independence for the injured and disabled. Service dogs are able to support veterans struggling after war, hear for those who are deaf, see for those who are blind, and even sense changes in a person's body before a seizure. Working dogs play a vital role in improving the lives of many.

(7) The service dog programs of America's VetDogs were created to provide enhanced mobility and renewed independence to United States veterans, active-duty service members, and first responders with disabilities.

(8) America's VetDogs provides—

(A) guide dogs for individuals who are blind or have low vision;

(B) hearing dogs for those who have lost their hearing later in life by alerting to alarms, door bells, sirens, and more;

(C) service dogs for those with other physical disabilities that are specially trained to provide balance, retrieve dropped items, open and close doors, turn on and off lights, carry a backpack, and more;

(D) facility dogs which are specially trained to spend time working with wounded veterans recovering at military hospitals and veterans medical centers;

(E) dogs that work with physical and occupational therapists as they treat soldiers and become an essential part of the healing process; and

(F) PTSD service dogs that are trained to help mitigate the symptoms of PTSD by providing the emotional and physical support a veteran may need.

- Up to 750,000 Clad Copper-Nickel $0.50 coins

Introduced; referred to Committee in both chambers.

The House bill currently has over 140 co-sponsors; the Senate bill has eight.

IMO, the service being provided by America's VetDogs is a valuable one, and one worthy of private donations to support it. I don't believe, however, it merits a set of gold, silver and CuNi Clad US commemorative coins.

A similar bill was introduced in the House in the prior Congress (117th), but was not reported out of Committee; the coins would have been dated 2023.

An interesting proposal. I would not mind a dog themed coin, but I agree with your assessment.

Interesting proposal, although I agree with your assessment that the topic is not generally worthy of a national 3-coin commemorative series issue.

Question for @commems - I recall from your prior threads that companion bills proposed in the House and Senate often had differences in language. For this coin bill, are the "Purpose" and "8 Findings" language identical in both bodies?

An interesting and worthy subject for a commemorative, but a 3-coin set seems to be a bit much.

There are a few, slight differences in the wording of two of the Findings, but the meaning in unchanged.

The Senate bill, for example, spells out "posttraumatic stress disorder" while the House bill uses the "PTSD" acronym.

UPDATE

The US House of Representatives passed an updated version of its bill on May 21, 2024; the passed bill was then referred to the Senate.

The core update to the bill was a change of issue date from "2025" to "2027," reflecting the full/competitive roster of commemorative coin proposals for 2025.

In addition, the bill has an increased number of co-sponsors in the House; it now has 299 (161 Republicans, 138 Democrats) vs. the 140 at the time of my original post. (290 co-sponsors are needed for a coin bill to be considered on the House floor.)

With the big jump in co-sponsors and subsequent passage by the House, the bill is now given a 53% chance of enactment by GovTrack (up from the previous <5% rating).

Get ready for a "Working Dogs" commemorative coin program!

This would certainly outrate yet another dead somebody on a coin or a politically correct issue. Hopefully 2025 will have only the one already approved. Thank you for the update.

ADDENDUM

The Working Dog bill became law via President Biden's signature on November 25, 2024.

After a revised version of the bill passed the House of Representatives in June 2024 (see update above), the Senate received the bill and referred it to the Senate Committee on Banking, Housing, and Urban Affairs. After going nearly four months without being reported by the Committee, the Senate discharged it from further consideration of the bill and passed it under Unanimous Consent rules on November 19, 2024.

From there, the House presented the examined and signed bill to the President for approval and signature. As noted above, this took place on November 25.

As the Senate did not amend the bill in any way, the Act authorizes a the three-coin coin program (outlined above) to be issued in 2027.

Though Biden signed 50 bills on December 24, it does not appear that any of those signed was a commemorative coin bill. As such, the FIFA World Cup 2026 program (previously discussed/posted) might turn out to be the last approved commemorative coin program generated by the 119th Congress (unless we get a surprise in early January!).
