IMO it could easily see it going MS-66.
Very slight weakness of the lines going over the knee.
Head seems full.
Left hand seems full.
No distracting marks.

1939 is known for hammered business strike Walkers but I'll bet your hint means it's a proof issue. 66

The rim looks like proof rims for a WLH to me and the strike is incredible. My first learning the TPG system grading thought was PR66, and I see it pretty much matches the rest of the opinions.
