Looks to have a nice cameo effect, but I wouldn't say PL. MS-64.

The obvious ding on Liberty's jaw doesn't help.
No wear, but the patina has been rubbed on some of the high points.
A few hairline scratches sufficiently deep enough to be seen on the reverse, under the patina.
Some light scuffs, both sides.
Slight loss of hair detail over Liberty's ear - must be a light strike in this area; I can't see any wear, and luster seems to be undisturbed at this point.
Strong luster obvious, showing from under the patina: I have not seen this very often.

An attractive coin,
TPG may be tempted to grade higher to have a happy customer, (and thus repeat business), but
MS-63, (nearer to 64 than 62).

the 84CC is known for bold strikes. this coin falls into that category. minor surface anomalies. something going on around the ear area with discoloration. luster appears to be unbroken across the cheek. both of these assessments I believe keep it from a full 65
