It would appear you could possibly have a very rare doubled die. More pics please of the other areas it shows in the listing.

What are you using to take photos?1st pic is very blurry.2nd and 3rd pic looks soft and pixelated.Last pic looks like a photo of a scopes monitor screen? Going to need better photos to really help you any. When taking photo take them the exact same way they are represented on whatever reference site you are using.

I'm not a student of the early proofs, but the rims stood out to me at first glance.
A good photo of the T of Liberty might help as there is a marker there for this die pair.

Images of the areas showing the markers (as depicted on CC) would be the best way to attribute this one. Fingers crossed for you.

Note on the Variety Vista site,

The first thing to look for on a DDR, is the dots on the EPU? Without seeing these first, it could a normal coin or Slight Machine Doubling or die wear. Just need to see more of the images that match this sites attributed dies.

All the VV lists are class VI.
This would be a class III doubled die. The dots in EPU are not, in this case, a pickup point .
