The coin has been ground down around the rims.
Probably intentionally by the looks of it.

Yes, post strike damage. Agree with JimmyD. We see this occasionally with nickels, dimes, and quarters--even cents.

Had it been a mint error, the weight would be normal and the rims would be intact.

The weight will be less than normal because of the removal of the metal on the coin.
